Lacy Tippett

Chief Financial Officer & Executive Vice President

Lacy serves as Chief Financial Officer for GA Haan Development and NLR Property Management, overseeing financial strategy, capital structuring, and compliance across a multi-state portfolio of affordable housing assets. With over 16 years of specialized experience in Low-Income Housing Tax Credit (LIHTC) development and property management, she brings a deep command of tax credit syndication, cost certification, and regulatory frameworks governing Section 42 housing.

Her leadership spans the full lifecycle of LIHTC projects—from initial underwriting and investor negotiations to stabilized asset management and financial reporting. Lacy is responsible for optimizing capital stacks, managing audit and tax processes, and ensuring adherence to federal and state compliance standards. She works closely with development teams, investors, and regulatory agencies to deliver financially sound, mission-driven housing solutions.

Andy West

Controller

Andy graduated from the W.P. Carey School of Business at Arizona State University with a degree in accounting. He oversees the Accounting Department’s operations at NLR Property Management, including accounts payable, accounts receivable, bank reconciliations, and payroll. Andy prepares monthly and quarterly financial statements for syndicators and lenders. He also develops annual budgets and conducts monthly variance reviews. Andy also collaborates with external auditors, providing all necessary documentation for the annual audit.  

Amanda Welk

Senior Director of Property Management  

NLR Management’s field operations are led by Amanda Welk, Executive Director of Property Management. Amanda possesses a distinguished career in multi-state property management including both affordable housing and market rate initiatives. She brings comprehensive expertise in asset management, team leadership and development, as well as financial performance analysis and reporting. Amanda routinely conducts site visits to regional properties where she leads training programs, ensures team alignment with NLR Management’s strategic objectives, and implements best practices designed to enhance operational efficiency.  

Jessica Emigh

Regional Manager – Wyoming

Jessica serves as the Regional Property Manager, overseeing 14 properties in Wyoming. With more than seven years of leadership experience, she provides strategic oversight resulting in successful performance across a diverse portfolio. She manages a team comprising two Area Managers, seven Community Managers, and five Maintenance personnel. Jessica is adept at developing and executing effective leasing and marketing strategies to boost occupancy rates. Throughout her tenure at NLR, she has consistently demonstrated revenue growth and enhanced operational efficiency. Her strengths include robust problem-solving skills and a dedication to maintaining compliance with both industry and company regulations. Jessica also holds the HCM-H (Housing Certified Manager – HUD) certification.

Natasha Berger

Regional Manager – South Dakota

Natasha currently serves as a Regional Property Manager for NLR Management, overseeing six communities in South Dakota and one in eastern North Dakota, comprising a total of 278 units. She is actively pursuing a bachelor’s degree in business administration at Strayer University. Natasha has completed a property management course through Cooke Real Estate School and holds a property management license in South Dakota. Previously, she managed a 110-unit mobile home park for two years, where she successfully improved the property’s reputation and achieved full occupancy.

Rachael Folden

Regional Manager – North Dakota

As the Regional Property Manager for North Dakota, Rachael oversees eight communities across the state. With six years of experience in property management and leadership, she currently directs a team consisting of three property managers and three maintenance technicians. Drawing upon her background in customer service and sports, Rachael leverages her expertise to effectively guide her team toward achieving success.
